OPEC: $60 Swan Song?

Youssef Ibrahim says $60 oil will end OPEC's domination due to: (a) nuclear energy; (b) sugar-derived ethanol that will make 186 million Brazilians energy-independent and help other consuming countries; and (c) Canada's multi-trillion barrel tar sand reserves.  This is true only if we put a floor under oil prices by imposing an import fee on oil sold cheaper, so that OPEC is denied the ability to undercut the oil market with cheaper oil.  Will we, in the midst of a war roiling the already volatile, untrustworthy Mideast, finally act?  The Wall Street Journal  informs us that our solons have acted, by imposing an import fee on foriegn producers of...ethanol.
