A WSJ editorial upbraids Condi Rice for, at times, acting like Barack Obama would towards Iran: talk, talk, talk. The WSJ editors note that the report includes a disclosure that Iran's weaponization efforts continued into 2004--thus contradicting the Nov. 30, 2007 CIA NIE that said Iran stopped its weapons program in 2003. The editors propose that the US blockade refined oil shipments to Iran for one month, by stepping outside the UN, where only tepid sanctions are possible, thanks to Russia and China.
