She would create a state with 20 percent of its residents speaking English fluently & with Spanish as the official language. She will use the House "suspension rules"--suspending normal rules allowing amendment of legislation--traditionally used, as this CRS report on House Suspension Rules indicates, "to act expeditiously on relatively noncontroversial legislation." Oh, and Tsarina Nancy will NOT try to repeal Section 936 of the Internal Revenue Code, which gives investment in Puerto Rico favored tax treatment.
